I. During the period from the end of the spring finals to the first day of fall registration, all members of the Executive Council of the WSBA (except those members who graduate in May) shall be members of a summer steering committee. However, if there is not half of the prior school year executive council body present in Topeka, this committee shall not conduct any business.

II. This committee shall be empowered to make any decision for the Executive Council which cannot be postponed until school begins this fall. The summer steering committee may only appropriate a budget of five hundred dollars. Quorum for this committee shall be half of the members of the committee who are present in Topeka plus one. Requirements for notice which normally apply to the Executive Council shall apply to this committee. All decisions must comply with the Constitution and Bylaws.
